You should only ask users to do such things on your own forum, not here. It's better if you don't ask users to do that at all on either forum, it's good to get help from your fellow members with advertising, but flat out asking them to get people 'to join' could lead to users being misguided into PM advertising, etc. You really need a set of rules on your forum. Also, you can't use that banner without permission from the owner of it, you are hotlinking it. :P
