Police back officer who Tasered teen fan

i think the taser wasnt working or something cuz u can see the police officier with the taser pointed at the fan but then he pulls it down then points it back up
 
that is BS! Tasering a fan who is simply running in circles on the field?! Thank goodness the Phillies have decided that they will handle all incidents with fans on the field and give them to the police after they catch them.
